The Yukon Planning Commission on Dec. 8 recommended approval of several development items and special-use permits, including a multi-part package for 1351 Lakeshore Drive from Global Equity LLC.
Commissioners voted to recommend a special-use permit for Wags, Whiskers and Beyond, a self-serve pet wash and boutique at 2 East Main Street, after applicant Salina Parish introduced the project and staff recommended approval. The commission also recommended approval of Martinez Brothers Auto Sales’ special-use permit for 4 East Main Street. Both items were approved by unanimous votes and will proceed to the city council for final action.
The commission considered a continuation of a preliminary plat application from Global Equity LLC, represented in the hearing by project representatives and by Christian Hagen. Staff recommended approval subject to standard conditions 1–6 and specifically noted removal of an access drive onto Lakeshore Drive as Condition 6. Commissioners clarified that any variance to retain Lakeshore access would require a separate application to the Board of Adjustment; the planning commission’s recommendation for the preliminary plat was made contingent on removing the Lakeshore drive and was forwarded unanimously.
On related items, the commission recommended approval of a comprehensive plan amendment changing the future land-use designation at 1351 Lakeshore Drive from open space to a higher-intensity designation and a rezoning from CH (heavy commercial) to I-1 (light industrial) to allow office-warehouse and workshop bays. Commissioners and staff discussed neighborhood traffic and access; staff and the applicant said the site also has frontage on Main Street, and that preference was to direct primary access to Main Street where appropriate.
The commission approved a curb-cut application for the property with conditions requiring the applicant to clear vegetation to Oklahoma Department of Transportation (ODOT) standards and to install a raised median. Staff noted a recent procedural change communicated by ODOT and ACOG that city approval should precede ODOT review in some cases; commissioners discussed possible deceleration/acceleration lanes and the practical effect of a raised median or required turn restrictions. The commission also noted that ODOT approval or denial could strengthen a Board of Adjustment variance request if the applicant pursued one.
Separately, the commission recommended approval of the final plat for River Mesa Section 4 (705 Linda Lane). Anthony Handler of Craft and Full Associates described Section 4 as the last phase with 38 lots on approximately 9 acres; staff found the final plat consistent with current zoning and the comprehensive plan recommendation to low-intensity residential uses. The commission voted unanimously to forward the recommendation to council.
All motions taken during the hearing were carried by unanimous planning-commission votes and will be forwarded to city council where applicable for final action. The commission noted the procedural steps that remain for final plats, curb-cut permits and any Board of Adjustment variance requests.
