Kelsey Vedder of Farnsworth Group presented progress drawings, cost estimates and a manufacturer quote for recladding the clock tower, telling the board the base bid would cover replacement of the roof only and the clock-tower work would be listed as an added alternate so the board could accept or reject the tower portion when bids arrive. "The base bid would be the replacement of the copper roof by itself," Vedder said, adding the board could include the clock tower as an add alternate so it would appear as a separate number the county could accept or reject.
Vedder said the proposed roofing product for the base bid would be a painted galvalume steel standing‑seam system rather than reinstalling copper, and noted the county could recover value by scrapping removed copper. The board discussed contractor scaffolding and the risk of uncovering masonry or structural problems during work; Vedder said bidders commonly propose unit prices for tuckpointing but cautioned that insurance typically does not cover non-hail masonry work and such repairs may require separate funding decisions.
A county representative also noted the need to obtain insurer sign-off on the project's scope. "When I was talking to the insurance company, the copper will be able to then take the copper, and we'll be able to scrap it," a county speaker said; later, Vedder noted the schedule is tentative and that the team must secure insurance approval after bids are returned.
Vedder proposed a tentative procurement schedule that would post the project for bids on January 6, allow three weeks for bidding with a pre-bid on-site meeting, and set bids due on January 27, while noting the timing follows state bid-time minimums and maximums and could be extended if the board desires. The board voted to list the clock tower recladding as an added alternate and directed staff to proceed with the bid documents and related specifications.
The decision allows the county to weigh contractor pricing for the tower separately from the roof replacement while moving the insurance and procurement steps forward. The county will seek the insurer (ICAP) approval after bids are returned before final contract award.
