The Haslet City Council voted unanimously Dec. 15 to award a publicly bid road‑repair contract identified as "Fund 20 Road Improvements" to Tejas Cutters LLC. Staff reported the low bid at $496,885.15; council authorized a contingency allowance of up to $124,221.29 for scope expansion where procurement rules permit. Including engineering, material testing and administration, staff presented a grand total of $699,606.44 to be funded from the Transportation Sales Tax (Fund 20).
Breakdown: staff clarified that $621,106.44 of the total will be paid to the contractor; approximately $78,500 covers geotechnical and material testing and roughly $38,000 is earmarked for engineering and related costs. Council and residents asked why notably failing streets such as Odessa Drive, Barry and sections of Berry were not included. Staff and the city attorney explained procurement constraints: the contract scope can be expanded by a maximum of 25% without re‑bidding; adding Odessa would have required a new bid that could push prices higher and delay repairs.
Resident and written comments from Carol Clark urged the council to prioritize complete, long‑term repairs rather than temporary patches. Multiple council members asked staff to return with an immediate repair plan for Odessa and the other streets; staff committed to present a repair plan at the Jan. 12 council meeting.
Why it matters: The award funds immediate repairs to multiple critical pavement failures identified during 2025, but some neighborhoods argue the selected scope omits the worst damage and that piecemeal patches could be wasteful if a full reconstruction is later required.
