Fresno council adopts updated Tower District specific plan after hours of public comment

The Fresno City Council on Nov. 20 approved a package of land-use changes for the Tower District, certifying a program-level environmental impact report and adopting updated design standards aimed at preserving neighborhood character while allowing targeted infill and housing capacity increases.
Planning staff told the council the plan area covers about 1,800 acres and roughly 20,000 residents, and that the three-and-a-half-year outreach process included two community workshops, canvassing and targeted mailings. "The plan area is approximately 1,800 acres with a diverse population of 20,000 people," Planning and Development representative Sophia Pagalatis said during the presentation.
