Council receives audit communication and approves records disposition resolution
Summary
The council received an audit transmitted by the PA Auditor General regarding the Volunteer Firefighters Relief Association and adopted Resolution 34 to dispose of certain police and finance records per the Municipal Records Manual.
Clerk read a communication from Pennsylvania Auditor General Timothy Dufour transmitting the audit of the Volunteer Firefighters Relief Association covering Jan. 1, 2022, through Dec. 31, 2024. Mayor Sherry Alcapello summarized two audit findings: insufficient bond coverage (corrected March 17) and unauthorized expenditures for refreshments and a grant consultant/application fee that totaled $15,3-- as recorded in the audit; the mayor said she did not believe there was malicious intent and said the association will correct practices going forward.
Later in the meeting council considered Resolution 34 to authorize disposition of various records in the police department and finance office in accordance with the Municipal Records Manual (as amended 03/28/2019). The mayor said the resolution was amended to limit officer logs and activity/dispatch logs to 2021–2022 (three-year retention) and to categorize certain administrative files from 2019–2021. Council asked whether the records requested for disposition were paper or electronic and were told they are paper records. Cheryl called the roll and the resolution passed 5–0.
The council did not take additional action on the Volunteer Firefighters Relief Association beyond receiving the audit communication and the mayor’s summary.
