The Lebanon City Council on Nov. 24 introduced Bill 23, an ordinance to amend residential rental licensing and inspection fees as part of the 2026 budget implementation. Mayor Sherry Alcapello said the licensing program funds local housing and safety-enforcement operations and that the fee structure has not been raised since the program began in 2006.
Under the proposed changes, the annual residential rental-unit fee would increase from $40 to $60 and the fee for rooming-house units would rise from $20 to $30. The city also plans to change the invoicing process so all invoices go out at the same time early in the year rather than staggered by ward; property owners would have 30 days to pay and a penalty would be added after 60 days.
Councilmembers asked how the city's charges compare with surrounding municipalities; the mayor said she did not have the benchmarking at the meeting but believed the city would remain in the middle of the range and offered to provide comparative information before final adoption.
