Lebanon council adopts 2026 budget; keeps millage rate steady

The Lebanon City Council on Nov. 24 adopted Bill 21, the appropriations ordinance for fiscal year 2026, and introduced Bill 22 setting the tax levy for 2026, keeping the millage rate unchanged.
Mayor Sherry Alcapello reviewed the budget numbers: proposed revenues increase by $889,022 to $15,235,353 (a 6.2% increase), and proposed expenditures increase by $1,012,707 to $18,099,057 (a 5.93% increase). She said the city will use excess carryover to balance the budget. The council approved Bill 21 on a 5–0 roll call.
On Bill 22, Mayor Alcapello said the city's current millage is 4.581 mills and the proposed levy would keep that rate unchanged for the 11th consecutive year. She noted an average assessed value of $104,636 equates to roughly $479 in annual city tax (about $1.31 per day). The tax-levy ordinance was adopted on introduction and a public hearing was scheduled for Dec. 11 at 4:45 p.m.
Council members thanked staff for preparing the budget and asked for comparative fee information for surrounding municipalities ahead of final votes on related fee ordinances.
