Lebanon council adopts rules and fees for Coleman Memorial Park dog park

The Lebanon City Council on Nov. 24 adopted Bill 20 on final reading, establishing rules, regulations and a fee schedule for the Coleman Memorial Park dog park.
Mayor Sherry Alcapello recited the new park rules the council approved, saying the dog park will be open from dawn to dusk unless otherwise posted and that all dogs must be registered and have a valid "paw pass" prior to use. "Owners must closely accompany their dogs at all times and remain within the enclosure," Alcapello said. The ordinance limits handlers to two dogs at a time, prohibits unattended dogs, excludes children under 10 from inside the park, requires licenses and vaccinations and bans prong, choke and spike collars.
To help cover operating costs, the ordinance includes a small user fee: the annual fee for up to two dogs is $45 for non-city residents and $30 for city residents; a three-day pass costs $15; each additional dog above two is $10; and replacement access cards or fobs cost $10. The council approved an amendment adding the three-day pass during debate; Councilmember George moved the amendment and it was seconded.
The measure passed on a 5–0 roll call. Mayor Alcapello and council members said the city is awaiting an inspection from the agency that performs park inspections before opening; the mayor estimated the park likely would not open before the start of the year given scheduling and holidays.
