PRC recommends bidding extra earthwork and oversight for Lakeview tennis, pickleball courts

The Parks & Recreation Commission on July 21 recommended that the city’s finance committee approve an amendment to the construction services agreement with Rettler Corporation to bid and oversee necessary earthwork at the Lakeview Park tennis and pickleball courts.
Kylie, a city parks staff member, told the commission that work by PCC Tarkett Sports had stopped after “poor soils” were identified on the site and that the city could not accept a change order exceeding the statutory 15% limit on the original contract. She said the plan is to bid the extra earthwork (undercut and backfill) separately and have Rettler oversee that portion so surfacing work by PCC Tarkett can resume once subgrade issues are addressed. “The work has stopped with PCC Tarkett Sports,” Kylie said during the meeting.
Staff outlined a public procurement schedule: a two‑week posting period, a bid opening slotted for Aug. 13, and hoped award at the PRC and common council finance meetings in August. Staff also said they will present a budget amendment and described having identified funding sources to cover the additional work.
Ryan Bars of Rettler Corporation, present to answer questions, agreed with the approach and described the sequence: get a contractor to complete earthworks, then allow PCC Tarkett to return to install concrete, fencing and surfacing. He noted weather and temperature requirements on surfacing could push final coating work to the following spring.
Commissioner action: an attendee moved that the PRC recommend that the finance and personnel committee approve an agreement with Rettler Corporation for construction oversight and bidding services for additional work at Lakeview Tennis and Pickleball Court “in an amount not to exceed 7,500” (amount as stated in the transcript). The motion was seconded and the chair called for the ayes; the motion carried.
Next steps: staff will post the bid, return with budget amendment language for the finance committee, and bring the award back to council or finance for approval per the stated schedule.
