Staff outlines park project design process and timeline for Middletons CORP/CIP

City staff walked commissioners through the standard process for park improvement projects over $25,000, explaining how the Comprehensive Outdoor Recreation Plan (CORP) feeds the five-year capital improvement plan (CIP) and the steps from concept to construction.
Staff said projects are identified through site assessments and planning documents, such as CIVMEC safety inspections and the ADA transition plan, which feed into the CORP. Once a project is identified, staff recommends hiring a consultant for design, public input and bidding services. "From that 5-year plan, then that's really where the capital improvement plan comes from," staff said, adding the finance/personnel committee and common council review proposed CIP items for final adoption.
Staff described the typical flow: preliminary design concepts, cost projections, public input and a preferred concept endorsement by the Parks Commission, followed by construction drawings, bidding and construction oversight by consultant agreement. Staff also noted that out-of-cycle requests can be made but require capital funding and council approval.
Commissioners were advised to expect a forthcoming CORP timeline showing where the commissions input will be requested. Staff also provided updates on ongoing park projects and a short maintenance closure of the dog park for safety repairs.
