UIS and Springfield District 186 ask Ball Chatham to consider voluntary detachment for new Southside elementary; board raises legal and community concerns

District 186 leaders said the land is currently university-owned and tax-exempt and that the proposed school would be a regular attendance-bound elementary school operated by District 186, not a lab or fee-based transfer school. Jennifer Bridal (District 186) said the consolidation would address facility needs on the South Side by replacing three small elementary schools and emphasized mutual benefits, including hands-on student-teaching opportunities for UIS education students and regional recruitment for teachers.
Chancellor Gooch said the university sees potential regional economic and educational benefits from locating a school adjacent to campus and described student-teaching and partnership opportunities that could reduce transportation barriers for some UIS students.
Several Ball Chatham board members raised legal, community and stewardship concerns. Questions focused on the proper legal process for detachment and annexation, possible precedent for other districts requesting land transfers, the appropriate role of the regional office of education and attorneys, the length and terms of any lease (presenters referenced 'long term' and discussed 100-year leases as a possible framework), and how the change would affect district constituents. One board member said the outreach felt insufficient and that the proposal might not resonate with the Ball Chatham community without more transparent coordination.
District 186 representatives said the next step if Ball Chatham approved would be to send an uncontested petition and supporting documentation to the regional office (ROE 51) for review; they also offered to produce written answers, attorney consultations and further documentation to address board concerns. Presenters emphasized that the university would retain land ownership and that the project is not a land sale.
