Middleton Parks Commission approves inspection contract amendment for Cayuga Connector, adopts Arbor Day proclamation and recognizes city forester

The Middleton Parks, Recreation and Forestry Commission on April 7 approved an amendment to the construction engineering services agreement with Strand to provide construction oversight and inspections for the Cayuga Connector path. The motion, which capped the contract amendment at a not‑to‑exceed $44,500, passed by voice vote after a commissioner described the change as an update to ongoing project work and said hiring Strand for inspections is standard practice.
Commissioners were also informed the agreement between the Wisconsin Department of Transportation and the City of Middleton for maintenance of the Coyote/Cayuga Connector pedestrian facility has cleared other committees and was approved by the Common Council; staff said the project is moving forward. No formal vote on the WisDOT maintenance agreement occurred at the commission meeting.
The commission recommended adoption of an Arbor Day 2025 proclamation and forwarded it to Common Council. Commissioner Katie Nelson (participating online) offered to read the proclamation at the council meeting; the motion to recommend the proclamation carried by voice vote.
The commission also heard a recognition announcement: Tony Crumb, identified in the meeting as the city forester and conservancy lead, will be recognized at the next Common Council meeting with the Sustainable Middleton Award for leading several city sustainability programs. Kylie nominated Crumb, staff said.
The commission ended the agenda after several other routine items and liaison reports.
Next steps: the Strand amendment will be forwarded to finance personnel and Common Council for final action, and the Arbor Day proclamation will be presented to council.
