Under the clerk’s reading of North Carolina law, the board opened nominations for leadership at the start of its reorganization. Commissioner Eddie Jaggers was nominated for chair; after a motion to close nominations passed, clerk Melissa Capps announced, “We have 4 voting in favor,” and congratulated Commissioner Jaggers on his election.
Nominations for vice chair followed. After a motion to close nominations, the board voted and the clerk announced, “Motion carries 4 to 1,” congratulating Commissioner Nicholl as vice chair.
