Township staff told council on Nov. 19 that most major construction for the sewer plant has focused on the office building, storage pavilion and a flood-retaining wall, but that final HVAC work, grading and small remaining tasks will likely keep contractors working into the spring rather than finishing by year-end.
Staff discussed carryover projections for the project. Contract-level comparisons in the report showed an estimated contract carryover of about $700,000, while other staff estimates for the final positive carryover ranged between roughly $1,000,000 and $1,564,000 depending on credits and remaining scope. The manager said, "If mister Speakman is correct, it'll be 1000000 6. I'm I'm somewhere 1000000 $5.64. 1,564,000, give or take." He also noted Meeley may provide a likely minimum $100,000 credit to the township at the end of the project.
Separately, a representative of the Hampton Charlotte Water Authority said customers should expect a rate increase ("20¢ on quantity and $2 on set right to serve") and explained that maintaining a strong S&P rating is important ahead of a proposed bond. The water authority representative said the authority is considering a probable $10,000,000 bond issue to fund approximately $8,000,000 of work in Sharpsburg, pipe repairs and construction of two new tanks.
Council members were advised that follow-up discussions with project engineers and contractors will continue into the next year to finalize remaining issues and contract closeout details.
