Council approves Exit 38 lighting design services and renews tower lease with payment

The Hampton County Council approved two infrastructure-related items at its Nov. 17 meeting: authorization to procure engineering design services for lighting at the Exit 38 interchange, and approval of a one-year renewal of a tower lease together with a $1,500 payment from the prior year.
County staff said the Exit 38 lighting project requires engineering plans, photometrics, utility coordination, property work and cost estimates to move from concept to construction-ready documents. "The design approval is the prerequisite step to finalize the scope and cost to obtain state utility approvals, position the county for construction and funding implementation," the administrator said. The council moved and approved the design services authorization.
On the tower lease, the county administrator requested approval to issue payment for the previous year and to renew the lease in one-year terms (with a possible four-year term limit discussed). Council members asked follow-up questions about annual renewals and fee changes; staff said the arrangement follows prior practice and the motion to approve the lease and payment passed by raised hands.
Staff noted construction funding would be sought in future budget cycles as the design work clarifies overall cost. There was no roll-call vote recorded in the transcript; approvals were reached by voice raise-hand votes.
