Sheriff's Office asks to add MOU with HSI, surveillance upgrade, PayTel extension and weapons surplus to consent agenda

Gary McNeal outlined a proposed memorandum of understanding with Homeland Security Investigations that would provide the sheriff's office access to HSI resources focused on investigations into child exploitation of minors, include free training for the county investigator assigned to the partnership and reimburse overtime when county investigators work on HSI projects. The board agreed to add the MOU to the consent agenda.
McNeal also described a major upgrade to jail video surveillance that would replace aging servers and add cameras in uncovered areas. Staff said commercial paper that recently matured provides funding to execute the upgrade this fiscal year without appropriating fund balance; the procurement would go forward with Cornerstone Detention Products as the vendor. Commissioners agreed to add that item to the consent agenda.
On corrections technology, McNeal explained an extension of the PayTel Communications contract, under which the jail uses PayTel-provided phone services and closed-system tablets. He clarified the tablets are not connected to the public Internet, allow inmates to text family members, receive scanned incoming mail (legal mail excepted), take educational courses and file grievances. The board added the PayTel extension to the consent agenda.
Finally, McNeal requested authorization to surplus about 82 weapons removed from service over recent years and use proceeds toward new replacements. The board approved adding the surplus request to next week's consent agenda.
All four items were placed on the consent agenda; formal votes and contract approvals will be recorded at the subsequent meeting.
