Council authorizes Waste Control to take over Woodland refuse billing; transition materials and billing changes planned

The City Council voted Dec. 1 to authorize the mayor to sign an agreement with Waste Control for refuse collection and billing transition, moving billing operations from the city to Waste Control while maintaining a city utility tax on the service. The arrangement makes Waste Control the direct biller to customers rather than the city acting as an intermediary.
Waste Control staff told council they have planned transition materials, including mailings and office inserts, and will coordinate with city staff to post informational materials and provide scanning/QR options for customers. The company also said it will offer apps and reminders for holiday delays and snow-related changes.
Council members raised concerns about customer confusion—people receiving a new bill may suspect a scam—and about pickup-day changes. Waste Control said pickup days will generally remain the same for most residents; the company explained some route balancing led to modest day adjustments and that the first customer bills under Waste Control would arrive in January. The mayor acknowledged increased call volume to city hall expected during the transition and said the city will include notices in December billing if the agreement is finalized.
After discussion and a motion, roll-call votes recorded 'Aye' from Council members Rounds, Burke, Dowdy, Hall and Friend and the contract authorization passed.
