Joint review board unanimously approves creation of Tax Incremental District No. 6 in Middleton

Todd Taves, of Eller's, who presented the project materials, said the packet included Plan Commission resolutions and council copies and that “there have been no changes made to the project plan since we met a few months ago.” He described the proposed district as including “4 parcels that would be included within the tax increment district” totaling “roughly 54 acres” and said the area is primarily the former American Girl site plus a city-owned parcel used for stormwater conveyance.
Under state tax-increment financing (TIF) law, Taves said, project costs in the plan may be made for activities both inside the district boundary and within an area a half-mile outside it. He said the plan lists a primary expenditure as an incentive payment to support redevelopment and includes placeholders for potential city infrastructure projects such as regional stormwater improvements and street work.
Unidentified Speaker 1 moved the board to consider the Common Council’s resolution and recognized a motion to approve the creation of TID No. 6; the motion was seconded and the board recorded aye votes. Abby (a meeting participant) noted the vote was unanimous and the chair declared the motion approved.
At adjournment, Unidentified Speaker 1 said the board’s action was intended to “help the city of Middleton save those 1,800 jobs and keep Thermo Fisher officially here in the great city of Middleton.” The meeting closed immediately after brief closing remarks.
The board did not discuss implementation timelines or a detailed funding schedule in the meeting record; staff indicated the project plan remains as previously circulated and no substantive changes had been made since the prior meeting.
