Jeff Brinkus of GBA Architecture told the commission the design team had taken prior flooding into account, noting waterproofing around foundation walls and raising the building slightly above previous flood levels. "We are raising the building up a little bit higher... so that some of that stuff that did happen back in '18 don't happen again," Brinkus said.
Bruce Holler of D'Onofrio, Kotkin & Associates described finished‑floor elevations set above the 100‑year flood elevation and said waste oil is expected to be contained in barrels, not open pits. Still, commissioners pressed for specific containment procedures and quick transfer protocols in the event of a large storm. One commissioner asked staff whether engineering review had been completed; staff confirmed engineering comments were included in the packet and that water‑resource staff would also review procedures.
The motion to approve included an added condition to address concerns about possible contamination from floodwaters entering the building. The commission moved, seconded and approved the motion unanimously by voice vote.
Staff said the applicant will proceed with the noted conditions and return to water‑resource staff as requested for technical confirmation before final permits are issued.
