The Middleton Plan Commission on Aug. 12 approved a Specific Implementation Plan (SIP) modification for fencing and landscaping at the Veil Run development but added a condition requiring native-plant substitutions.
A commissioner raised concerns that the proposed planting list included several non-native species and pointed to the zoning code's native-plant landscaping standards. Planning staff explained that while the site is in a PUD (planned unit development) and historically some flexibility exists, the commission could recommend the applicant increase native species.
A motion to amend the SIP recommendation to make approval contingent on the applicant installing native plants for at least 75% of plantings (and 75% of landscaping points) was moved and seconded and passed by voice vote. Following the amendment, the commission voted to recommend approval of the SIP modification as amended. Staff stated the applicant could send a revised planting palette to staff for administrative approval and that further SIP changes would only be required if revisions exceed the approved scope.
The commission also clarified that vinyl is an allowed fence material under the code and that the proposed solid white vinyl fence was permissible. The commission's action places a compliance obligation on the applicant to provide a planting list that meets the 75% native metric before final administrative sign-off.
What happens next: the applicant is expected to submit a revised planting list to Planning & Community Development staff; staff will confirm it meets the 75% native threshold or return to the commission if additional changes are needed.
