On a SIP modification for fencing and landscaping at Veil Run, commissioners added and approved an amendment requiring the applicant to install native plants to account for at least 75% of plantings and 75% of landscaping points; staff will accept a revised planting list administratively. The commission also approved a separate minor SIP modification that allows 4-by-8-foot concrete patios on eight Red Tail Ridge townhome units; staff noted any future enclosure or roof would require a separate SIP modification and building permit.
Regarding a conditional use permit for Bridal Care of Madison at 3148 Deming Way, the commission voted to direct staff to compile materials and produce preliminary recommended findings and to return a recommendation at the next meeting.
Planning staff presented the department's 2026 narrative. Staff said the department is administering about $5 million in grant funding and finalizing reporting on another $3 million. The narrative highlights goals including a community campus plan, an affordable housing TID-extension strategy, and continued work on an active-transportation plan. Commissioners recommended the narrative and associated items be forwarded to the city council; they additionally voted to defer one project (PL2602, the proposed community-wide climate outreach/roadmap) to 2027 because of scope uncertainty and staff capacity concerns.
