Commission approves Highway 311 restaurant parking plan, several minor subdivisions and variances

The Terrebonne Parish Regional Planning Commission approved a series of routine land-use actions and administrative items at its meeting, including site-plan approval for a proposed 78-space parking lot, two minor subdivision approvals with variances, and a change to the 2026 meeting schedule.
Administration briefed the commission that a proposed restaurant at 5671 Highway 311 requires a minimum of 75 spaces under the parish zoning ordinance and that the applicant is proposing 78 spaces. Staff told the commission the site has DOTD driveway approval and that the parking layout and landscape islands meet overlay-district requirements; “Staff recommends approval,” administration said. Commissioner Billotte moved to approve the staff recommendation; Commissioner McGuire seconded and the motion passed by voice vote.
On subdivision matters, the commission approved a minor subdivision and a frontage-variance request for property belonging to Rodney Lade Jr. in Chauvin after David Waits (David Waits Engineering & Surveying) told the commission outstanding items had been addressed; staff recommended approval with conditions (land-use and sewage-disposal shown on the plat, a permanent benchmark, and corrected line work for an adjacent tract). The commission also approved the division of property for Barry Bouquet into two tracks and granted a variance from the 250-foot hydrant-distance requirement in lieu of an inspected dry-hydrant (draft site). Administration said the Little Caillou Volunteer Fire Department issued a certification letter on 10/20/2025 accepting the dry-hydrant arrangement.
The commission adopted administrative approvals J-1 through J-5 and accepted a staff-proposed change to the 2026 meeting schedule that moves the February meeting to Feb. 26, 2026, making the application deadline Feb. 9, 2026. The commission also noted that two agenda items (G-1 and G-2) were tabled at the developer's request to the Dec. 18 meeting.
During public comment, resident Connie Bird urged better maintenance of sidewalks that she said are being overgrown by grass; commissioners and staff noted some sidewalks are DOTD responsibility and agreed to follow up.
Next steps: items scheduled for Dec. 18 include the public hearing on modular-home zoning language and the previously tabled items; adopted subdivision plats and variance approvals carry the permit conditions outlined by staff.
