Council weighs a gift of parcel for park use; seeks site visit and legal/engineering review

Council discussed an offer by a property owner (represented in the record by Guy Cagney) to convey a parcel to the village that had been part of earlier development commitments. Staff explained that the originally promised 3 acres intended for a future park lacked an access point; the parcel currently offered would be accessible off Saint Anne's Drive.
The mayor said the village had been promised acreage as part of the development PUD and that the originally identified acreage was inaccessible; council members asked questions about access, hillside/topography, liability and whether the parcel would require maintenance or costly improvements. One council member suggested the village "study this more" and visit the parcel before making an off-the-cuff decision; another said taking the parcel would not cost the village property tax but urged caution about potential future assessments or maintenance costs.
Council agreed to defer action and to follow up in January. Staff said they would tell the owner's representative that the council was reviewing the parcel and that members could tour the site or meet with the representative and the village engineer before any acceptance or dedication decision.
No formal vote to accept or reject the parcel was taken at the Dec. 15 meeting.
