Council hears plan for Consolidated salt bagging operation and possible elevation variance

Council members discussed a proposal by Consolidated to locate a fabric-covered building and a permanent bagging operation for road salt in or near North Bend.
During the maintenance report, staff described the company's plan for a structure roughly "about 250 feet wide and about 150 feet wide and 250 feet long and about 30 feet high" to house bulk salt and a bagging line producing 20–50 pound retail bags. A council member said the operation would "cover the bulk salt" and that the bagging operation would move to a more permanent building in North Bend once approvals are obtained.
Council members and staff noted outstanding technical and regulatory questions. The village engineer and staff need to review elevation and floodplain requirements; staff said Consolidated is likely to request a variance related to elevation and that engineering comments have already been circulated. One council member suggested the proposed structure would be covered to limit runoff and that details would be supplied to the village engineer for review.
No formal application or final vote was recorded at the Dec. 15 meeting. Council directed staff to continue coordinating with Consolidated and the village engineer to determine whether a zoning or elevation variance will be required and to return with more complete materials and engineering documentation at a future meeting.
