Riverside council adopts cybersecurity plan, budget book and service contracts in year-end package

Riverside City Council approved a package of resolutions at its final 2025 meeting, taking actions on records training, cybersecurity, departmental purchases, the city budget book, building maintenance services and an interlocal agreement with the City of Dayton.
Council voted to maintain Lou Allen as the city’s records-act training contact (Resolution 25-R-3065) and adopted a cybersecurity plan prepared in accordance with House Bill 96 after counsel had reviewed the plan in executive session. The council also approved a resolution authorizing purchases requested by the Public Service Department as part of the fourth-quarter supplemental and approved Resolution 25-R-3068 to adopt the city’s budget book, which Manager Cliff Duford described as four years in the making and recommended for submission to the Government Finance Officers Association for award consideration.
Council authorized a maintenance agreement with Colliers International for building services — including grounds work, salting, landscaping and HVAC response — noting only minor increases to labor rates from the current contract. The council also adopted Resolution 25-R-3070 authorizing an interlocal agreement with the City of Dayton under which Riverside will provide source-water protection oversight and receive approximately $100,000 per year for two years.
All listed resolutions were moved, seconded and approved by voice vote with no recorded roll-call opposition at the meeting. The city manager indicated these items reflect routine housekeeping, compliance, budget implementation and revenue-generating intergovernmental services.
