Supervisors debate community agency funding recommendations, defer final allocations to Dec. 23

The Black Hawk County Board of Supervisors spent more than an hour on Dec. 9 reviewing staff recommendations for distributing $100,000 in community agency funding and discussing oversight and allocation methodology.
County staff presented a ranked list of the top 10 recommended recipients and proposed award amounts (the staff recommendation totaled approximately $100,000). Specific recommendations presented included proposed awards such as $15,000 to Community Christian Development/House of Hope (request $30,000), $15,000 to Friends and Family (request $20,000), $12,000 to the Boys & Girls Club (request $30,000) and smaller awards to childcare and transportation programs.
Supervisors raised questions about accountability and documentation for recipients. One board member said, "I have a real problem with people getting things that they don't qualify for," and asked whether the contracts require invoices and client eligibility documentation. Staff replied that awards are paid on a reimbursement basis and that contracts include performance reporting; many recipient organizations already provide audits with applications. Several supervisors asked whether the board could require stronger review or audit language in future agreements or set aside category‑specific pools of funds tied to strategic priorities.
Because members wanted more time to reconcile scoring with county strategic priorities and to follow up on vetting questions, the board agreed to postpone final awarding decisions and revisit the allocations at the Dec. 23 meeting. Staff said they would provide additional documentation and recommended award details to supervisors ahead of that session.
