The Franklin County Board of Supervisors voted to deny a request to endorse proposed state legislation establishing producer responsibility for collection, recycling and disposal of end‑of‑life tires.
Supervisor Jamieson, who moved the denial, argued the proposal lacked a local cost estimate and that manufacturers would likely pass any new compliance costs to consumers. "Reality is the manufacturer is not gonna pay for this. He's gonna pass the cost on to the consumer," Jamieson said during discussion.
County staff described the initiative as an unsolicited proposal from a stakeholder (Friends of the Rivers of Virginia/Bill Tanger) and said it might be overseen by the Virginia Department of Environmental Quality if introduced as a state bill. Mr. Whitlow noted that similar measures have been adopted in other localities and that the board could revisit its position when there is a bill in the General Assembly and additional details on implementation and costs.
Supervisor Quinn voiced practical support for cleaning up illegally dumped tires but opposed endorsing a resolution that may shift costs to local consumers. The motion to deny endorsement carried; the board directed staff to add the topic to the county's 2026 legislative agenda for further study and discussion with local legislators and VACO if appropriate.
