Council approves interlocal agreement for operation of new Pasco aquatics facility

The City of Pasco voted to approve Resolution 4686 authorizing the city manager to execute a new interlocal agreement (ILA) between the city and the Pasco Public Facilities District for management and operations of the new aquatics facility.
Director Jesse Weiss explained the updated ILA covers limits of liability, management and operational duties, budget adjustments, insurance requirements, maintenance policies, an initial three-year term and renewal/termination provisions that allow either party to cancel with 12 months' notice. Weiss said the ILA has been iteratively updated over the last 24 months to address construction, opening and operational needs.
Executive Director Matt Watkins (Pasco Public Facilities District) attended and asked council to authorize the agreement so staff can begin lifeguard recruitment, finalize policies and prepare to open the facility in roughly six months. Councilmember remarks and the staff recommendation focused on protecting taxpayer interests, clarifying budget adjustments and reducing risk and liability for the city.
Council moved, seconded and adopted Resolution 4686. The public facilities district thanked council for the vote and said it will work closely with city staff to operate the facility responsibly.
Next steps: city manager to sign the ILA and staff to begin operational steps including recruitment and policy development ahead of the planned opening.
