Peoria County committee OKs $146,650 transfer from reserves to cover health insurance shortfalls

Peoria County’s affairs committee voted unanimously to draw $146,650 from county reserves to cover departmental shortfalls in FY2025 health insurance accounts after the county shifted from a self-insurance arrangement to plans administered by IPBC.
A staff presenter said, “This resolution is requesting to draw on a $146,650 from reserves,” explaining the request reflects departments where employees enrolled in the new plans after budgets were set. The presenter said most of the amount will come from the general fund ($114,215), with $25,004.35 drawn from the sheriff’s inmate benefit fund reserves and $7,000 from the law library fund.
Committee members had asked whether employees were satisfied with the new plan. Shauna, who addressed employee feedback, said, “We’ve had some really good feedback from employees,” citing ease of contact with new vendors, expanded wellness programming and on-site wellness clinics that identified early-onset conditions and encouraged preventive action.
Jennifer asked whether there are restrictions on using the sheriff’s inmate benefit fund for insurance expenses. The presenter responded that the staff paid from that fund have health insurance as an eligible expense and that the transfer would be made from that fund’s reserves rather than the general fund.
The presenter said other departmental salary-vacancy savings were used where possible and that these reserve draws represent a relatively small net amount to close shortfalls before year end. The committee approved the appropriation without recorded roll call; the motion passed unanimously.
Next steps: the appropriation will be processed from the indicated reserve accounts to cover the FY2025 shortfalls in departmental health insurance lines.
