Multiple residents used the public-comment period at the Dec. 15 Bay City Commission meeting to raise urgent neighborhood-safety and homelessness concerns.
Sam Fitzpatrick of 1805 South Grant Street told commissioners his neighborhood has made numerous 911 calls for domestic disturbances, apparent drug activity, property damage and, he said, two shootings at a single nearby residence since Halloween. He asked what the city could do to abate blight, enforce code and improve safety and quality of life.
Commissioners responded by describing short-term measures and partner efforts. Commissioner Doyle and Commissioner Runberg thanked the Dream Center and the center’s staff for ad-hoc sheltering and outreach during recent cold nights; Doyle said the Dream Center sheltered seven people on one night and helped equip others with cold-weather gear. The city manager said the drop-in shelter is not expected to be fully open until January and that staff are coordinating donations and support for the Dream Center.
Commissioners also raised broader public-safety actions — code enforcement, animal control, and police response — and urged residents to continue reporting incidents so staff and enforcement partners have records to act on.
No formal commission action was taken during public comment; commissioners asked staff to continue coordination with community partners and to report back if additional steps or resources are needed.
