Riverside Council swears in four new members; approves agenda and minutes

Riverside City Council convened at 6:02 p.m. on Dec. 1 and formally swore in four councilmembers-elect whose terms begin Jan. 1, 2026. Councilmember-elect Steve Gaby, Angel Patterson, Freda Patterson and Brenda Frey each repeated the oath of office administered by city staff and were congratulated by the mayor and colleagues.
The meeting opened with a roll call and a motion to excuse absent members, which carried on a voice vote. Council then approved the evening’s agenda and unanimously approved the Nov. 17 meeting minutes after a motion by Councilmember Denning, seconded by Councilmember Joseph.
The swearing-in was ceremonial: each new member repeated the standard oath (“I do solemnly affirm that I will support the Constitution… and will faithfully discharge the duties of the office of Riverside City Council”) and posed for photographs with family. There were no public comments on the swearing-in, and the council proceeded to unfinished and new business.
The council also reminded the public about the sign-up process for public comment later in the meeting and led the chamber in the Pledge of Allegiance.
Next procedural steps on the agenda included a public hearing on a supplemental appropriation ordinance and several new resolutions and ordinances scheduled for consideration.
