Board approves budget amendments, RSV vaccine fee increase, elects 2026 leadership and approves consent agenda

At its Dec. 8 meeting the Alexander County Board of Commissioners approved budget ordinance amendments 13–15, approved a $575 fee for an RSV monoclonal antibody vaccine, adopted the consent agenda (including tax abatements and refunds), elected Larry Yoder chair and Josh Lyle vice chair for 2026, received DSS and senior center updates, and moved to closed session.
The Alexander County Board of Commissioners at its Dec. 8 meeting approved a set of fiscal, governance and operational items in a single series of votes.
County Manager Justin Mundy read three budget ordinance amendments (13–15). Amendment 13 increases the sheriff’s budget for donations received, adjusts Cooperative Extension funding to reflect a Blue Cross Blue Shield grant for healthy‑eating demonstrations and decreases health‑department revenue recognized in prior years. Amendment 14 adjusts Department of Social Services (DSS) budgets to reflect state reallocations and increases DSS expenditures for additional parenting capacity evaluations. Amendment 15 authorizes an interfund transfer from the water and sewer enterprise fund to the Bethlehem water tank multiyear project budget based on the Nov. 13 bid. The board approved amendments 13–15 unanimously.
The consent agenda was adopted and included tax abatements and adjustments totaling $5,421.18, tax refunds of $44,003.45, minutes, board appointments (LEPC, ABC board), a revised FY2025 audit contract, a donated‑property acceptance resolution, an official bond for the register of deeds under N.C. Gen. Stat. §161‑4, and surplus equipment requests.
In consolidated human services business, Ben Falconberry (filling in for the health director) reported three public health vacancies, presented a fee increase for the RSV monoclonal antibody vaccine from $0 to $575 to cover insurance costs, and the board voted to approve the fee increase. Falconberry also summarized DSS figures for the quarter: a 14% vacancy rate at DSS, 46 children in DSS custody, 7 children in 'links', 3 youth in the 18–21 program, 10 foster homes in the county, 4 adoptions completed this quarter and 2 pending; senior center activity highlights were also presented.
The board elected Larry Yoder as chair for 2026 and Josh Lyle as vice chair for 2026 during the meeting.
The meeting concluded with a motion to enter closed session under N.C. Gen. Stat. §143‑318.11(a)(3),(4),(6) to consult with counsel and discuss economic development and personnel matters.
What’s next: Staff will process the approved budget and interfund transfer ordinances, implement the RSV fee change in health‑department billing systems, prepare for the CPACE public hearing in January, and execute awarded contracts for water projects.
