The Public Works Committee on Nov. 20 agreed to place a service provider agreement with Corollo Engineers on the Dec. 2 Tumwater City Council consent calendar to perform a 2025 sanitary sewer comprehensive plan update.
Patrick Soderberg, program manager for water resources and sustainability, said the work will meet a state requirement to update the sewer plan, build a hydraulic model, analyze infiltration and inflow, develop a prioritized capital improvement plan and create a five‑year rate schedule. He said the contract is an estimated cost "not to exceed $474,416" over about 30 months and that the expense is included in the 2025–26 sanitary sewer fund budget.
Why it matters: the plan will identify system capacity limits, needed repairs or replacements, and revenue requirements to sustain the sewer system as the city grows. Soderberg said the analysis will inform where to send cameras for condition assessment and how to prioritize repairs and CIP projects.
Committee action and questions: Members asked whether the study would inspect sewer lines under I‑5 and evaluate areas not currently served; Soderberg confirmed both will be part of the scope and that the study will produce cost estimates and prioritize projects for the CIP. The committee voted to place the agreement on the Dec. 2 consent calendar with a recommendation to approve and authorize the mayor to sign.
Next steps: If council approves, staff will begin the multi‑year study and use the findings to update the CIP and rate modeling.
