The Peoria County Executive Committee voted to adopt a 2026 strategic plan after a presentation from staff.
Melissa, a county staff presenter, told the committee, “What you have in front of you is, the 2026 strategic plan.” The board formally moved on the resolution (Member Williams moved; Member Phelan seconded) and approved it by voice vote.
The plan reframes prior material into a two-part document intended to “stand the test of time” and centers on five strategic goals: financial stability; infrastructure maintenance and improvements; community investment; communication and marketing; and workforce and organizational development, plus a priority on regional and intergovernmental collaboration. Melissa said the short-term addendum will be an annual action plan with measurable metrics and that staff will return next month with that action plan.
Members pressed for clarity on implementation details. Member Williams asked that departments be included in financial-stability work to ensure internal processes support board goals. Member Blair asked whether an online dashboard would be available to track metrics; Melissa replied, “That is the ultimate goal,” and said adopted actions and progress will be posted online when available.
Committee members praised the presentation’s format and staff work; the chair noted appreciation for the clean document and encouraged continued iteration at annual retreats. The board approved the resolution unanimously.
The committee directed staff to prepare the 2026 action plan with metrics and to return with that package next month for review.
