Pasco staff recommend awarding $325,611 contract for permanent permanganate injection at Butterfield WTP

Public works director Maria Serra recommended at the Nov. 24 workshop that the council approve awarding bid number 25635 to Apollo Inc. for construction of a permanent permanganate injection vault at the Butterfield Water Treatment Plant.
Serra told the council the Butterfield plant is the city’s oldest and largest WTP and that the injection vault near the river intake will allow longer contact time for permanganate treatment to address emerging contaminants such as cyanotoxins. She said bids ranged widely, with Apollo submitting a low bid of $325,611 — approximately half the engineer’s estimate — and that staff found no irregularities during bid opening.
Staff recommended award to Apollo Inc. if the council proceeds on a future consent agenda. Construction would begin this winter and be completed before next year’s high‑demand season, Serra said.
Next steps: staff will bring a resolution for award and contract documents for formal council action on the regular agenda.
