Planning staff recommended denial of a request to rezone 316 North Kimberly from R1 (low‑density residential) to R3 (high‑density residential), Case RZ05‑25, because surrounding parcels remain R1 and the application lacked detail on the proposed multifamily form. After staff and commissioners discussed whether the applicant could instead pursue a conditional‑use permit or a different rezoning category (R2), no motion was made on the item and it was not approved.
In contrast, the commission approved a rezoning at 3901 North Kickapoo (Case RZ06‑25) from R3 to C2 (regional commercial). Planning staff recommended approval, noting the parcel’s commercial context along a major corridor; Paul Bass, president of the North Creek homeowners association, spoke in support and described an interested retail buyer. The ordinance was read, moved and carried 6‑0.
The commission also considered Case RZ07‑25 to rezone 1301 East Independence (a former church) from R1 to C1 (local commercial). Owner Kenneth Gilbert and purchaser Sammie Atisham told commissioners they hope to repurpose the building for a small golf‑simulator business and argued that the site sits along an arterial and near existing commercial uses. Staff cautioned that rezoning to C1 could create long‑term compatibility and parking issues; several commissioners, however, said arterial frontage is commonly commercial. The commission voted to approve the ordinance 6‑0.
On infrastructure procurement, staff recommended awarding the FY26 sewer‑bursting contract to Jordan Contractors LLC, accepting the base bid plus alternate 2 for a total contract amount of $2,094,060. The project is partly funded with ARPA dollars. Commissioners moved and approved the award (motion carried 6‑0).
Separately, at the subsequent Shawnee Airport Authority meeting, staff presented a commercial aeronautical lease with the Redeemed Flying Corps Association to expand flight instruction and offer commercial services; the authority moved to approve the lease.
