The Jefferson County School Board voted to advance a package of policy changes on first reading, including new notification rules for contract renewals and updated anti‑discrimination language.

Speaker 2, presenting the policy committee report, said the revision to policy 1.403 would add “board approved agreement renewals” to the work session agenda two months before a contract’s renewal date so the board has time to discuss whether to continue agreements the district previously approved. Speaker 2 described the change as a notice mechanism that would apply to agreements such as behavioral health and county fair contracts but not routine operational contracts like lawn mowing.

The committee also moved policy 4.1, which Speaker 2 said was edited to comply with a recently enacted state anti‑discrimination law. According to the proposed text presented to the board, the policy would now explicitly include “discrimination based on any religious belief or non belief such as antisemitism, Islamophobia, or other forms of religious intolerance,” and notes that “antisemitism is defined per state law.”

On sick‑leave payouts, Speaker 2 described an amendment to policy 5.302 that would change the prior formula to provide "$100 per day" for accumulated sick leave, a change the committee said brings Jefferson County in line with neighboring counties. Speaker 2 told the board that some neighboring jurisdictions offer higher payouts and that the change was requested by "Doctor Arnold" for competitiveness.

The board approved policy 5.602 on first reading as presented; that change removes a daily planning‑period minimum and preserves a negotiated weekly allotment of up to 2.5 hours for teacher planning, to be agreed between principals and teachers.

All policies discussed by the committee were presented for first reading and, per the agenda, will return for second reading and final action at a subsequent meeting. The board chair and committee members indicated these items were carried forward from the policy committee and therefore did not require seconds for the first‑reading motions.

The policy committee announced its next meeting for Jan. 26 at 5:30 p.m. and asked that proposed policy changes be submitted in writing to Rhonda by end of business on Jan. 14.

The board’s advancement of the items keeps several policy changes on track for a final vote at second reading, where the board will decide whether to adopt them permanently.
