Greentree hears MS4 stormwater update; stream-restoration bidding to begin in December

Jason Valinski of the consulting firm leading GreenTree’s MS4 work gave the annual elected-officials presentation required under the MS4 stormwater permit. He said the borough’s pollution-reduction plan (adopted in 2018) included rain gardens and a planned stream restoration on Whiskey Run; the state issued a permit for the stream-restoration program Oct. 30 and the project was advertised with bidding scheduled for December and award anticipated in February.
Valinski told council that most stream-restoration costs are expected to be covered by grant funds (local share account and small water and sewer program) and that additional borough general-fund contributions are not anticipated unless bids change the cost profile. He noted that the MS4 program will shift focus in the next permit cycle (starting with a 2028 application) from pollution reduction to volume-management work addressing how the borough manages runoff during specified storm events, and that construction completion targets extend to 2031.
During council questioning, members pressed for clarity about costs, grant reliance, and whether projected pollutant reductions are theoretical or demonstrated; Valinski said the program follows state technical guidance and that measurable reductions are the objective though some elements are demonstrative in nature. Council asked staff to continue public outreach and to include MS4 minutes in the annual permit report due in September 2026.
