The Red Oak Planning and Zoning Commission approved a phase‑2 development plan on Nov. 24 to add four data‑center buildings and related infrastructure on roughly 212.8018 acres off Bachelor Road and Steynbeck in Dallas County.
Staff described the filing as a development‑plan submittal that finalizes the placement of additional buildings and utility substations and completes the roadway extension for Bachelor Road. Staff said the design largely adheres to previously approved zoning and that landscape screening, berms and other perimeter treatments will remain as previously required.
Staff noted two practical changes: the detailed site plan shows a septic field located along Bachelor Road (the transcript shows staff explaining screening and elevation will largely hide it from view) and rooftop cooling equipment for the data centers, which the applicant plans to screen. Staff also said the project adds an additional entrance and completes other infrastructure work tied to the approved zoning.
The public hearing produced one nearby objection: Terry Cohen, a property owner who said the development touches her property and reiterated neighborhood opposition. After the commission closed the hearing, Commissioner (Speaker 2) moved to approve the agenda item as presented; the motion passed by voice vote.
The approval is limited to the PD revision and concept site plan; staff and the applicant will return with detailed development plans for construction‑level review and permits.
