Liberty County OKs up to $25,000 for courthouse holiday lights, will accept donations

The Liberty County Commissioners Court voted at a Nov. 21 special meeting to authorize expenditures not to exceed $25,000 to purchase and install holiday lights around the county courthouse and approved accepting public donations to offset the cost.

The court’s motion authorizes the county to buy lighting and pay for installation related to the City of Liberty’s existing lighting program. Unidentified Speaker 2, who led the presentation, said the bulk of the cost is the purchase of lights the county could retain and maintain: "So, it's kind of a onetime deal," they said, adding the same vendors that installed the city's displays would handle the courthouse work.

County legal counsel, identified in the record as Unidentified Speaker 5, advised commissioners that state Attorney General opinions support public expenditures for holiday decor when the governing body documents a public purpose. After discussion about storage, recurring installation costs and procurement steps, Unidentified Speaker 4 moved to approve the expenditure "not to exceed $25,000," and Unidentified Speaker 3 offered a reluctant second. The court called for a vote and the motion passed; the court then moved to accept donations to be applied toward the purchase and installation, a separate motion that the court also approved.
