Engineers recommend denying Alley Farm two‑year maintenance waiver; court tables request for documentation

Liberty County commissioners on Dec. 9 tabled a request from Alley Farm Subdivision to waive the two-year county maintenance requirement for subdivision roads after LJA Engineering reported visible defects and recommended denial without further documentation.
Melinda presented the developer’s request and said LJA had inspected the roads. Brian from LJA Engineering described three visual concerns: no constructed shoulder adjacent to concrete, pervasive cracking at expansion joints, and uncertainty whether the required 8‑inch lime‑treated base and specified reinforcement steel were actually placed during construction. "We would need more information from the contractor/developer to verify that was done," Brian said.
The developer’s representative countered that the road was constructed according to their engineer's design and that the discrepancy was a surprise. Commissioners agreed to table the waiver request so the developer could provide documentation validating that the roadway was built to the approved plans and to allow LJA to follow up.
Next steps: developer to provide construction verification (soil/foundation documentation and steel placement validation) to LJA; county staff will place the item back on the agenda after review.
