The commission described several accomplishments: a draft park plan for Hamlin Parkland; a completed Moraga‑to‑Reservoir trail segment; a new wayfinding system in the community center park that uses posts, maps and QR codes; and a remote radio‑controlled mower deployed on PTR properties to assist maintenance. Commissioners said these innovations increase accessibility and staff efficiency.
Commissioners also flagged significant deferred maintenance: the community center roof and HVAC system remain priorities, with preliminary full‑ facility expansion estimates discussed in public questions ranging from about $3.3 million to $4.3 million depending on scope. PTR noted Measure H, the half‑cent sales tax, provides level‑of‑service funding but will not fully cover all unfunded maintenance needs; staff indicated a forthcoming capital maintenance study will guide project prioritization.
Councilmembers thanked commissioners for the report and pressed staff for additional detail on HVAC cost estimates and project phasing; Director Jonathan (remote) provided context on system expansion and the community center’s construction/renovation dates (original construction 1954; renovation 1983).
Next steps: PTR and staff will use the capital maintenance study results to inform future budget choices and return to council with funding proposals.
