Liberty County commissioners on Dec. 9 acknowledged TCEQ permits issued to Gemini for a wastewater treatment plant in Section 2 and a temporary discharge permit that covers Section 1 until the plant is operational.
Melinda, the county’s floodplain administrator, and a representative from LJA Engineering told the court both permits had been received and were included in the meeting packet. The discharge permit for Section 1 is intended to allow the developer to sell lots before the Section 2 plant is completed. LJA Engineering noted the plant will require roughly 75 connections before it can operate normally; until then, wastewater will be trucked to an off-site plant.
Commissioners and staff discussed the anticipated construction timeline and whether a small number of spec homes would be completed by the first court in January. Melinda said the permit is mainly for transparency so the county can respond to resident questions. After brief discussion, the court had a motion to take no action beyond acknowledging the permits and to direct staff to follow up as needed; commissioners approved the motion.
