Residents and staff stressed the lack of a formal county TDR ordinance and concerns about water and septic feasibility. Earl Snyder and others pointed to the Ogden Valley general plan’s guidance that increased residential density outside village areas should occur only through TDRs and that this proposal lacked clustering, open space or demonstrated sewer connections. Commissioner Harvey said any compromise would need sewer connectivity, transfer of rights from valley‑floor parcels, and active‑transportation connections such as pathways.
Commissioner Harvey moved and commissioners seconded a motion to hold the item to allow the applicant to return with revisions addressing transfers, sewer connectivity and pathways; the motion carried. Staff noted that any developer will still have to demonstrate water and septic or sewer approvals later in the subdivision process — Weber County approves land use but does not grant water or sewer connections.
What happens next: The applicant may revise the proposal to include TDRs or other mitigating measures, and staff will prepare a revised packet for the commission to consider at a future meeting.
