Council approves consent agenda, tax abatements and multiple contracts including $544K marina payment

The Rock Island City Council approved a series of consent, procurement and program actions including tax abatement resolutions, contract awards and program manual amendments.
Key actions taken: council adopted tax abatement resolutions A through M and directed the finance director to file them with the county clerk; awarded a landscaping contract to Lohman Earthworks (Davenport, IA) for $216,986.22; approved a contract extension for the water service and sewer lateral repair program with JC Dillon (Peoria, IL) in the amount of $1,050,000; and approved payment to Somerset Marine Construction (Whitewater, WI) for the Sunset Marina dock replacement in the amount of $544,056.95. Council also approved amendments to the Community Development Block Grant manual related to the Build America, Buy America Act and adopted updates to the housing rehabilitation program policies and the rehabilitation handbook.
A councilmember said he was not in support of some of the funding for the marina project but recognized the work had likely been completed; other members responded that the work had been done and proceeded to approve the payment. All listed procurement and program items were moved, seconded and approved on roll call where recorded.
Council then briefly convened the Rock Island Regional Port District meeting (no business) and reconvened the council. The meeting concluded with a motion and roll call to enter closed session to discuss probable or pending litigation under 5 ILCS 120/2(c)(11).
