The Board of Estimates approved five administrative manual revisions on Dec. 3 that reorganize and modernize several human resources policies.
Assistant Director Michael Tait presented the package, which consolidates older AM policies (some dating to the 1980s) into updated personnel manual procedures. Key changes include converting downgrading policies into procedural instructions under PM101‑2, clarifying position reclassification processes (AM201‑3‑2), creating a new classification policy (AM201‑4) with objective standards, modernizing position description requirements (AM201‑3) and establishing clearer rules for position creation and abolishment (AM230‑33). Tait said the changes are procedural and carry no direct fiscal impact.
Each item was moved, seconded and approved by voice vote in succession; the Board recorded the approvals and moved on to subsequent agenda items.
