The High Point City Council voted Dec. 1 to renew the city's contract with Atrium Wake Forest Baptist Health to operate the municipal on‑site clinic for Jan. 1 through Dec. 31, 2026.
City staff described the clinic's services as including primary and sick visits, point‑of‑care testing, lab draws, chronic care management, health education, biometric screenings and mobile mammograms. Angela Kirkwood presented the renewal request and the cost projections.
Kirkwood gave an estimated annual contract cost of $406,679, with a one‑time event‑style cost of $90,825 to host firefighter physicals through Atrium. "The estimated annual cost is $406,679," Kirkwood told council, adding the one‑time firefighter physical expense is currently budgeted in the fire department and would be a pass‑through under the contract. She said the combined estimated cost for 2026 would be about $497,504 and that staff expected to reduce some costs in future years by moving a share of firefighter physicals into routine clinic services.
Council members asked about utilization and return on investment. Kirkwood said average daily clinic use in 2025 ranged from about 6 to 8 employees, rising to approximately 10 on busier seasonal days, and that Cigna (the city's insurance provider) supplied the cost and utilization data used for staff analysis. She told council staff would provide a detailed ROI analysis for the 2026 budget review.
Mayor Pro Tem Bridal Moore moved to approve the contract renewal (item 2025‑478); the motion was seconded and passed by voice vote.
