KOSW technology report: FCC filings, C-band rulemaking and streamer/display options

Marty Hatfield joined the meeting remotely to deliver the technology report and recent industry updates.
Hatfield told the board he had submitted the station’s third-quarter filings to the FCC public file after recent government closures delayed many stations’ filings. “...it's been uploaded to the online public file for KOSW, and, all in compliance and in good order,” Hatfield said, and added that the next filing will be due by Jan. 10.
He summarized several FCC items the board may find relevant: an FCC vote reversing a measure tied to a large telecom cybersecurity incident and an open notice of proposed rulemaking to vacate portions of the C-band (with interest in 3.98–4.16 GHz as an upper slice) to make room for future cellular uses. Hatfield said any reallocation would be long-range and could include competitive bidding for licenses.
On local station features, the board discussed RDS (Radio Broadcast Data System) text displays and stream metadata. Hatfield explained that over-the-air RBDS/RDS should show station call letters and scrolling artist/title info in many radios, while internet streams typically provide continuous artist-title displays. Board members discussed using that scrolling text to offer noncommercial underwriting or event notices.
Separately, Butch reported the death of a longtime DJ known as 'Shipwreck' and staff plans for a tribute show and schedule adjustments for upcoming kayak basketball home games and holiday coverage. The board agreed to plan programming changes at a staff meeting and to coordinate on New Year’s Eve needs.
No formal votes or regulatory filings were decided beyond noting that the public file is updated and the next filing deadline.
