Harahan council trims senior-center line items in 2025 budget amendment; aims to reflect actuals

The Harahan City Council on Nov. 20 approved targeted amendments to the city's 2025 budget ordinance (2025-9) that reduce several senior-center line items to match year-to-date actuals, a move council said will shrink the city's projected deficit.
Councilman Asbille proposed amendments to several line items after reviewing current-year spending. He told the council he wanted to reduce the salary line to $10,428 — the actual amount spent through the first months of the year — and to cut janitorial supplies and related lines that the new senior-center operator does not charge against the contract. "All this is doing is bringing down the anticipated deficit for 2025," Asbille said.
Council members discussed the council's contractual obligation to provide up to $40,000 per year to the senior center under the agreement; Finance Director Todd Turnion confirmed the city remains responsible for that contracted amount even as expenditure line items are adjusted to reflect actuals. Asbille estimated the combined line-item reductions would reduce expenditures by roughly $90,000 overall, moving the budget closer to balance.
After clarifying language to add the amendments as a new section and defer the remainder of the budget for later review, the council voted 5-0 to amend the ordinance as read. The council and staff said the rest of the budget will be revisited at the upcoming December budget hearing and that the amendments do not alter the city's obligations to the senior center under contract.
The finance director said staff will prepare updated budget materials for the Dec. 11 budget hearing and that the city is working to present a proposed balanced 2026 budget at that meeting.
