Trustee Burns summarized the staff review, noting the project will provide 96 parking spaces — 58 in a lower level and 38 in an exterior lot — and reduce impervious surface on the site by about 10,000 square feet. “KLOA has estimated peak parking demands will amount to 63 spaces,” Burns said, and the project’s 96 spaces would exceed that estimate.
The plan commission unanimously vetted the project subject to recommendations on lighting and landscaping. Applicant representatives from BBL Medical Facilities, including project executive Nick Tomasi, said they added native plantings to the stormwater detention area and proposed a lighting schedule that reduces illumination to security levels after hours.
Trustee Fisher and nearby residents requested additional screening and year-round plantings — examples discussed included evergreen islands along Ogden, ornamental foundation trees (eastern redbud or Kousa dogwood) to soften building walls, and shrubs to block headlights from adjacent homes. The landscape architect explained native seed mixes tailored to the wet conditions of the detention basins and described a 3–5 year maintenance and monitoring plan to ensure establishment.
Trustee Burns moved to incorporate the landscaping changes discussed by the board and trustee Fisher; staff agreed to circulate the revised landscape plan to trustees ahead of the second read.
